Winter Fuel Allowance: Do Both Husband and Wife Get the Payment?

The Winter Fuel Payment is an annual, tax free payment designed to assist with heating costs.

For couples who live together, the payment is generally treated on a household basis, meaning that the total amount paid to the household will be split between the eligible individuals, rather than both a husband and wife each receiving a full, separate payment. 

The amount you receive as a couple depends on the age of the oldest person in the household during the Qualifying Week, which for winter 2025 to 2026 is 15 to 21 September 2025. 

This payment structure is intended to cover the household’s heating costs, regardless of how many eligible people live there.

Is the Winter Fuel Payment based on individuals or the household?

The Winter Fuel Payment is calculated based on the household’s circumstances and age.

This means that a husband and wife who both meet the age and residency criteria will typically receive a combined payment that is then equally divided between them.

For example:

  1. One Payment: The Department for Work and Pensions, or DWP, calculates one total household payment, which is then usually split and paid into each person’s bank account.
  2. Pension Credit Exception: If one or both partners claim a qualifying income related benefit, such as Pension Credit, Universal Credit, or income related Employment and Support Allowance, the entire household payment is usually paid to only one partner, typically the one who is claiming the qualifying benefit.

The maximum amount for a couple living together is the same as the maximum amount for a single person living alone.

What is the age threshold for a couple to qualify?

To be eligible for the payment for the winter of 2025 to 2026, both you and your partner must have been born on or before 21 September 1959. 

This ensures you have both reached State Pension age by the end of the Qualifying Week.

The amount you receive as a couple then depends on the age of the oldest person in the household:

  1. Under 80: If both you and your partner were born after 21 September 1945, your household payment is lower.
  2. Aged 80 or Over: If one or both of you were born before 22 September 1945, your household payment is higher, reflecting the higher heating needs of older pensioners.

How much will a couple receive for the 2025 to 2026 winter?

The following amounts apply to couples where both the husband and wife live together and both meet the age and residency criteria. 

These amounts are the total payment for the household and will be split between the two eligible partners.

Does our income affect the payment amount?

Yes, the amount you receive can be affected if your individual taxable income is above a certain threshold, even if you are eligible by age.

  1. Income Threshold: The government has stated that if your individual taxable income is over £35,000 for the relevant tax year, the payment you receive will be recovered by HM Revenue and Customs, or HMRC, through the tax system.
  2. Individual Assessment: Income is assessed on an individual basis, not on the couple’s joint income.Therefore, if one partner’s income is over the threshold, only their share of the Winter Fuel Payment will be recovered, while the other partner will still keep their share if their own income is below the threshold.
  3. Repayment Method: This recovery is usually done by adjusting your tax code for the following tax year or by adding the amount to your Self Assessment tax return.

How and when will a couple be paid?

If you and your partner are eligible, you will generally receive the payment automatically without needing to make a claim, provided you both receive the State Pension or another DWP benefit.

  1. Automatic Payment: The DWP will automatically identify the eligible individuals in the household.
  2. Payment Dates: Payments are typically made during November and December 2025. You should receive a letter in October or November confirming the total amount you will receive and the estimated payment date.
  3. Direct Credit: The money is paid directly into the same bank or building society account where you receive your State Pension or other DWP benefits.

What if we live together but only one of us is eligible?

If only one partner meets the age and residency criteria, the household will still receive a Winter Fuel Payment, provided the one eligible partner meets all other conditions.

  1. Payment Amount: The eligible partner will receive the full payment amount for a single person, which is either £200 or £300 depending on their age.
  2. Benefit to the Household: Although only one partner is eligible and receives the payment, the money is intended to help with the joint heating costs of the household.

Where can we get help with the cost of heating?

The Winter Fuel Payment is part of a package of government support aimed at older and vulnerable people to help with heating costs.

These other schemes are separate and may provide additional relief.

  1. Cold Weather Payment: This is a payment of £25 made during periods of severe cold weather when the average temperature in your area is recorded as, or forecast to be, zero degrees Celsius or below for seven consecutive days
  2. Warm Home Discount Scheme: This provides a one off discount of £150 on your electricity bill between October and March.
