Allowance vs. PIP: Check If Claiming One Affects the Other

In the UK benefits system, Personal Independence Payment, or PIP, and Carer’s Allowance serve fundamentally different purposes, but they are intrinsically linked.

PIP is a benefit paid to a disabled person to help with the extra costs of daily living or mobility, while Carer’s Allowance is a benefit paid to the person who provides care.

The eligibility for Carer’s Allowance is often directly reliant on the person being cared for receiving the Daily Living component of PIP.

A common question is whether a person who has their own disabilities and receives PIP can also claim Carer’s Allowance for someone else, and vice versa.

While it is legally possible to receive both benefits, the interaction between the two must be carefully considered, particularly regarding potential scrutiny from the Department for Work and Pensions (or DWP) and the impact on other means-tested benefits.

Can a person receiving PIP also claim Carer’s Allowance?

Yes, a person who is receiving Personal Independence Payment for their own disabilities can legally claim Carer’s Allowance for another person, provided they meet all the eligibility criteria for Carer’s Allowance.

The fact that you have your own health issues and are claiming PIP does not automatically prevent you from being recognised as a carer.

You must demonstrate that:

You provide care for at least 35 hours a week.

The person you care for receives the Daily Living component of PIP at either the standard or enhanced rate.

Your earnings are no more than £196 per week after specific deductions.

You meet the residency and presence tests.

It is important to note that the DWP may sometimes scrutinise the claim to ensure that your own disabilities, for which you claim PIP, do not contradict your ability to provide 35 hours of care per week to someone else.

How does claiming PIP for myself affect my carer’s claim?

Claiming PIP for yourself is the enabling factor for your carer to claim Carer’s Allowance.

To allow your carer to make a claim, you must be awarded the Daily Living component of PIP.

The rate you receive, either standard or enhanced, does not affect your eligibility for Carer’s Allowance, as long as you receive at least the standard rate of the Daily Living component.

The amount of PIP you receive is not reduced if your carer claims Carer’s Allowance.

In fact, receiving PIP can also open up other support for your carer, such as the Carer Element of Universal Credit if they are a Universal Credit claimant.

Does Carer’s Allowance reduce the amount of PIP?

No, Carer’s Allowance does not reduce the amount of Personal Independence Payment you receive.

PIP is a non-means-tested benefit paid to the disabled person, and the rules around Carer’s Allowance are separate.

PIP is paid to help with the extra costs of your disability, and the amount is based solely on your functional needs as measured by the points system.

You will continue to receive the full amount of your PIP award, regardless of whether a person claims Carer’s Allowance for looking after you.

Can both members of a couple receive PIP and Carer’s Allowance?

Yes, it is possible for both people in a couple to receive PIP and for one person to claim Carer’s Allowance for the other, or even for both individuals to claim Carer’s Allowance for each other, providing they both meet the eligibility criteria.

For example, one person may have mobility issues, and the other may have mental health issues.

If both individuals are awarded the Daily Living component of PIP, they could technically claim Carer’s Allowance for caring for the other.

However, only one person can claim Carer’s Allowance for looking after a specific disabled person.

This scenario is complex and often requires a clear explanation of how each person’s needs are met and how the 35 hours of care are provided.

What is the ‘overlapping benefits’ rule?

The overlapping benefits rule is a key consideration when a person claims Carer’s Allowance.

This rule means that a person cannot be paid the full amount of Carer’s Allowance on top of certain other benefits, such as State Pension, contributory Employment and Support Allowance, or Jobseeker’s Allowance.

If you are entitled to both Carer’s Allowance and one of these overlapping benefits, you will usually be paid the benefit that is worth the higher amount.

While you might not receive the cash payment for Carer’s Allowance, the DWP treats you as having the underlying entitlement to it, which is important for accessing other additions, like the Carer’s Premium in other benefits.

How can Carer’s Allowance negatively affect the PIP claimant?

While Carer’s Allowance does not affect the amount of PIP itself, it can have a negative impact on the means-tested benefits of the person being cared for, the PIP claimant.

If someone claims Carer’s Allowance for looking after the PIP claimant, the PIP claimant will usually stop receiving the Severe Disability Premium (or SDP), which is an extra amount paid with means-tested benefits like Income Support, Pension Credit, and some older versions of Housing Benefit.

This loss can sometimes mean a significant drop in overall income for the household, so specialist advice should be sought before the carer makes a claim.

Should I mention my caring duties on my own PIP application?

It is generally advised to be honest about your caring duties on your own PIP application, as the DWP will know if you claim Carer’s Allowance.

However, you must be very careful to ensure your description of your caring role does not contradict your stated difficulties in the PIP activities.

For instance, if you claim you cannot perform the activity of moving around due to severe physical pain, but state you regularly provide heavy lifting assistance to the person you care for, this may be used by the assessor to question your PIP entitlement.

If you provide care, clearly explain that you manage to provide that care only with great difficulty, pain, or distress, or that your caring role is mostly nonphysical, such as prompting for a person with a mental health condition.

In the UK benefits system, Personal Independence Payment, or PIP, and Carer’s Allowance serve fundamentally different purposes, but
