New Jersey offers several property tax relief programs for homeowners, mobile home owners, and renters. Whether you’re under 65, a senior, or receiving Social Security disability benefits, there are different options to help lower your property tax burden.
Property Tax Relief for Homeowners and Renters Under 65
If you’re under 65 and not receiving Social Security disability benefits, you may qualify for the ANCHOR Program. The Division of Taxation filed ANCHOR applications automatically for many eligible residents under age 65.
On August 13, 2026, the Division mailed Anchor Benefit Confirmation Letters to applicants.
If you received this letter and needed to:
Calculate Your 2026 COLA Increase →- Update your banking information,
- Request a paper check, or
- Decline the automatic filing,
you were required to submit your own application by September 15, 2026.
If you didn’t receive a letter, you can still apply for Property Tax Relief on your own by October 31, 2026.
Applicants filing online must verify their identity through ID.me. Identification/PIN mailers are no longer issued.
Property Tax Relief for Seniors and Disability Benefit Recipients
Starting in 2026, New Jersey introduced a single combined application for the Senior Freeze (Property Tax Reimbursement), ANCHOR, and Stay NJ Programs.
This new system makes it easier for seniors and Social Security disability recipients to apply for Property Tax Relief using one form — the PAS-1.
Using the information from your PAS-1, the Division will determine which programs you qualify for and send a letter at the end of the year detailing your benefits.
Important: The Division will not automatically file the PAS-1 form for you.
You must submit your own application — either online or by mail. This includes seniors who only qualify for the ANCHOR Program.
Filing deadline: October 31, 2026
What You’ll Need to File
When applying online, you’ll need to verify your identity through ID.me using one of the following:
- Driver’s license
- State ID
- Passport card or passport
If additional verification is required, prepare two primary documents or one primary and two secondary documents.
For seniors or those collecting disability benefits:
- Property details from your Tax Collector’s office or property tax bill for 2023 and 2026 (County/Municipality Code, Block/Lot/Qualifier, tax amounts)
- Gross income from your 2023 and 2026 NJ-1040
For homeowners or renters under 65:
- Property details from your 2026 property tax bill (County/Municipality Code, Block/Lot/Qualifier, tax amounts)
- Gross income from your 2026 NJ-1040
NJ Homestead Rebate Program
The NJ Homestead Rebate (also known as the Homestead Credit) provides property tax relief to both homeowners and tenants who lived in their primary New Jersey residence on October 1 and paid property taxes directly or through rent.
Eligibility depends on your gross income and whether your home was subject to local property taxes.
Who Can Apply
Only New Jersey residents who were homeowners or tenants on October 1 of the pre-tax year are eligible.
- Tenants: File Form TR-1040, found in the resident income tax return booklet.
- Homeowners: You’ll receive a Homestead Rebate Application by mail. Do not file Form TR-1040 — it will delay your payment.

Who Is Not Eligible
If you were neither a homeowner nor a tenant on October 1, you’re not eligible for the NJ Homestead Rebate, even if you owned or rented a home earlier in the year.
